Now the District Board Cess Committee Bill introduced in the then British Legislative Council in 1818 and became law in the same year. In 181 a Road Committee formed under the Tenth Bengal Act. The committee was non-existent from 181 to 185. Then under this Act, District Board Cess Committees are constituted in each district under the leadership of District Magistrate. In order to the main function of this committee was to fix tax rates, collect taxes and spend money on construction of roads and necessary repairs. In 181 a Road Committee was formed under the Tenth Bengal Act. So the committee was non-existent from 181 to 185.

Even this was the initial step in the formation of local government. In the light of the experience of the Cess Committee, the Local Self Government Act enacted in 1855 and the District Board was created instead of the Road Cess Committee.

This act made a momentous contribution to the formation of local government in the subcontinent. In 1855, various local boards formed in 18 districts of Bengal under the Local Self Government Act. The Tripura (now Comilla) district board formed on 1 April 18. From the founding of the 18th to March 1920, the District Magistrate was the ex-officio Chairman of the District Board. In 1938, the Local Boarb  abolished by the amended Local Self Government Act. At a later stage, the District Board transformed into a representative local government body through the appointment of an elected chairman and this provision remained in force till 195. Dhaka, 24 Parganas, Nadia, Murshidabad, Jessore, Khulna, Hooghly, Howrah, Burdwan, Medinipur, Bankura, Birbhum, Faridpur, Pabna and Patna.

In 1959, under the Basic Democracy Order, the District Board reshaped. The district council renamed. Under this system, the first election of Zila Parishad held in 1973. After the second and last elections held in 1972, the post-independence council dissolved in 1972.  According to Section 4 of the Local Government (Zila Parishad) Act, 198, a Zila Parishad constituted consisting of representative members, nominated members, women members and official members. As an interim measure, the deputy commissioner given the power to manage and supervise all the functions of the district council and the district council renamed the district board. The Local Government Ordinance of 1986 promulgated and the District Board renamed as Zila Parishad.

So the geographical history of Comilla district traced back to the ancient maps of the East India countries compiled by Pargita. Roughly in the basin of the Lohitya river, Pragjyotisha and the region at the foot of the eastern hills known as Kirats. Then the river Lohitya is the present Brahmaputra. Later, however, the river moved west. As it is through this Kirats that the course of the Titus River is marked. It may therefore be surmised that the present-day Comilla district is made up of most of the region of Kirats, the region east of Pragjyotisha. So the plain in the middle of the district – the Chandina flood plain formed at that time by silt carried by the Brahmaputra.
